Nearly 70 countries and sub-national benchmarking entities are participating in PIRLS 2021, including many that have participated in previous cycles since 2001. In 2021, IEA’s PIRLS (Progress in International Reading Literacy Study) conducts its fifth reading assessment, providing data on 20 years of trends in comparative reading achievement across countries. PIRLS 2021 Assessment Frameworks provides the two frameworks for the reading assessment and the context questionnaires, respectively. Chapter 1 presents the PIRLS 2021 Reading Assessment Framework which is based on two purposes for reading–literary and informational, and four reading comprehension processes within those purposes. The PIRLS 2021 Context Questionnaire Framework articulates the information to be collected via the PIRLS 2021 Questionnaires, providing brief rationales. The framework is organized according to five broad influences on students’ reading development: home contexts, school contexts, classroom contexts, student attributes, and national contexts. Data collection in Southern Hemisphere October–December 2020 and in Northern Hemisphere March–June 2021 TIMSS 2023 TIMSS 2023 completes the transition to eAssessment, which began with TIMSS 2019.

PIRLS 2021 will employ a group-adaptive design. All countries will administer the same reading passages and items, but the rate at which different test forms are distributed in a country will be tailored to the population. Benefits of PIRLS 2021 In countries where most children still are developing basic reading skills, students can participate in the less difficult version of PIRLS. It has passages in common with PIRLS, as well as some shorter and simpler texts.

More than 50 countries are participating in PIRLS 2021. The Flexibility of PIRLS 2021 PIRLS is a project of IEA. With offices in Amsterdam and Hamburg, IEA pioneered international comparative studies. It has been conducting international assessments of educational achievement since 1959.
